Civil Technology, Inc. (CTI)was founded in 1989 by Carl Bourgeois and Sheila King in Denver's historic Five Points neighborhood. What began as a small project management firm has grown into one of Denver's most trusted infrastructure partners, delivering Project Management as a Service (PMaaS) for over three decades.

CTI's approach to PMaaS is built on a simple principle: embed experienced project managers who become extensions of the client's team. This model ensures deep understanding of project goals, seamless communication, and accountability at every phase of construction.

Today, under the leadership of CEO Rico Nelson, CTI continues to uphold its founding mission of excellence. The company manages complex programs across aviation, transportation, municipal, and civic infrastructure sectors — always with the commitment to BE EXCEPTIONAL.
